About the Client

Glenelg Shire Council is nestled in the southwest corner of Victoria with the historical town of Portland as the Shire’s main townsite.  As one of the earliest settlements in Australia, the Glenelg Shire is rich in Indigenous history and is also known for whale, seal and gannet sightseeing. Their vision is to become a ‘very liveable region of Australia, featuring rich Indigenous heritage, outstanding natural beauty, and providing access to diverse economic and educational opportunities.

To help support their vision, Harbour Software worked closely with the Glenelg Shire Council to implement cloud-based technologies to facilitate Council and Executive Management meetings.

The Challenge

Glenelg Shire Council was recently appointed as a secretariat of a regional group which furthered the need to implement an agenda and minutes software to support various types of meetings.

The Shire was seeking advanced software to help to manage and empower document creation for not just for Council meetings, but also for Executive team meetings and Committee meetings.

Doc Assembler is a cloud-base product that enables agenda collaboration from multiple sources as well as to streamline the approval process for reporting.

Harbour Software’s document distributing and annotation tool, Docs On Tap, enabled administrators to automate the distribution of documents and files to Councillors and staff based on permissions.

As Glenelg Shire Council needed to adopt the cloud-based system in a relatively short timeframe, Harbour Software worked closely with the Shire through each stage of the project to ensure the timeframes were met and to provide support as needed.

“We were initially looking for a product that would assist us in collating Council meeting agendas and minutes. Our previous agenda creation process was a very manual process and would take a lot of time to work through multiple areas involving multiple staff to even get the reports through to be ready for an agenda. Doc Assembler has helped us simplify the process, making agenda and minutes much quicker to produce.”

The Brief and Development

Glenelg Shire Council required an intuitive software that met their requirements, including:

  • Versatile software to use for various meeting types
  • Allowing for multiple authors to collaborate on a document
  • Track meeting tasks and action items
  • Create templates to ensure consistency
  • Cloud based for access anytime and everywhere
  • Customised workflow process for approvals

Doc Assembler is an agenda and minutes software developed specifically for local governments in Australia, helping drive efficiency in the entire meeting process, from agenda creation to managing action items and tasks.

Finalised agendas and attachments can also be published and shared swiftly with Elected Members to prepare for upcoming meetings via the document distribution and annotation software, Docs On Tap.

The Outcome

Harbour Software’s agenda and minutes solution, Doc Assembler enables Councils to operate more efficiently and better serve their community.

“From a report writing point of view, the benefits experienced from using Doc Assembler have been really positive. A lot of our staff can access the platform wherever they are to create and upload their own reports ready for agenda collation.

Docs On Tap being cloud based has also made it a lot easier for our Councillors to access and make annotations on the most current version of the agenda.”
